Why - because from
The set screws are factory installed so tight the holder will not Pivot.
I bought this to replace a new Kelston pivoting TP holder that's was damaged out of the box. It would not pivot. The replacement was not much batter.
The set screw is factor set so tightly and the metal is so cheap it can't be loosened with out striping it. As a General Contractor with 40 years in the industry "yes I know how to install an butt wipe holder"
